Cine are succes în networking?

Follow up!

My best friend is from Moldova.”

Introduction

The USA is a leading and very influential country that has a big responsibility to be a model for other countries in almost every domain. Not for nothing is said “ US sneezes, World catches cold.” News media should not be an exception. The USA operates with different types of communications media. Many of them are owned and controlled by large for-profit corporations. The focus of this paper will be the free media system in the USA with its achievements, but also with its main problems that affect drastically the content of consumed news. I will focus on the relationship between the press, politicians, and the public and try to cover some of the main issues that US media faces today: different types of bias, limited sources, corporate ownership of media, domination of soft news, editorial and journalists’ decisions and the role of internet in spreading democracy. Also, I will compare the US media with other countries, in order to get the general idea of the placement of the USA in world environment. I still believe that even if the US media faces a lot of challenges, it can overcome them and prove to the whole world that free press is a key element in a democratic state. I think that American consumers are not powerless and they continue to play a role in directing media for their self-fulfillment.

A free press for a free people

In order to find out if the US has one of the freest news media in the world, the main roles of the freedom of press must be understood. Freedom of speech is the key element of media that promotes democracy. This media is described by a market place of ideas in which occurs an unrestricted debate that “would lead to the discovery of truth.” [1] Especially important is to create a good basis for protecting speech for finding and spreading the political truth, not that one which is intended to mobilize masses of people to elect a certain party or representative. A democratic system is dynamic, thus it needs the protection of freedom of expression, because limiting it, “leads to an inflexible and stultified society.” [2] “Freedom of speech was to allow citizens to govern themselves in a free society” [3] and its main purpose is to give people chance to express their political views, to combat them, and make the best electoral decision. The role of free press in a free society is to serve as a watchdog on government. A free society can’t remain free without a vigorous, independent, vigilant free press that holds government accountable for its abuses. In a free-market democracy, the people ultimately decide as to how their press should act, with the help of a unique civic forum provided by free media. What caused the press to become an instrument for democratic decision-making was the variety of voices. People can only seek objectivity and impartiality in the pursuit of truth and journalists can try to use multiple sources and opposing ideas to be closer to objectivity, and ultimately to truth. Even the notions of objectivity and truth are vague and seem to be myths, or something unreachable, far away from the reality in which news agencies operate.

Challenges faced by American news media

Even if media is supposed to be the fourth power in the state, political forces try to control and use it in their interests. The role of watchdog organizations is tremendous, because they bring new perspectives about different issues, especially when politicians do not manage to control news, for instance the Hurricane Katrina case. Unfortunately, there are also cases when these organizations prefer to forget about their mission and let politicians, through brain washing, suggestion and misinformation techniques, to create artificial links between different events, for example Iraq war and terrorist attack on September 11. News about this problem was packed and distributed through persuasive communicational strategies and marketing tools. The spread of those persuasive messages is explained by the main source of political news, government officials, and only 1 % of all news stories were based on reporter’s own analysis. [4] American “free” press failed to act as an independent actor in covering the Iraqi war topic. It could not create a contra force to the Bush message machine. The administration was obsessively secretive and when bad news did leak out, they used effective methods of distraction. [5] “History shows that when a president sets his mind to war, it is almost impossible to stop him.” [6]

In the USA, news agencies have freedom to make a lot of important decisions. But sometimes their freedom has negative effects on the informing accurately people about what is really going on. These organizations are free to decide what and how to cover certain issues by “gatekeeping”, they can randomly open and close gates to citizen activists by “indexing”, they let politicians “going public” and they set their agenda in order to influence the priorities of the public opinion’s interests what and how to interpret news. [7] Also, they operate with four information biases: personalization, dramatization, fragmentation and authority that cause to the appearance of news that have Hollywood format, because they focus on people over power and process, on crisis over continuity. They bring only few parts of the big puzzle of general picture. They seek for sensationalism, this is why in the spotlight are the most extreme cases, but not the most representative. [8] We continue to consume soft news, which entertain, but not inform us. Even if there are some examples when better local television stations have bigger chances to succeed commercially, there is a lack of incentive to be the best ones, because they are as profitable as the lowest scoring stations, but their input implies more resources and efforts. The main problem is the political news quality, because surprisingly, 12 % vs. 9 % earnest stations did more politics than other stations, even if their source credibility is poor and 30 % had no source at all. [9] Also, we need to know the political status of the political speakers or journalists, to know how to interpret the information. [10] Even if the hard news consumers are much heavier consumers of news, soft news continue to dominate the news market. [11] Matthew Carleton says that we live in an era with “the journalism of outrageousness” and Neil Postman states that we risk “amusing ourselves to death” [12]. The DICTION test showed a dramatic change in vocabulary, the use of COLLECTIVES that characterize hard news has declined substantially, in comparison with SELF-RELIANCE category of soft news’ words. [13] In the USA there is a negative perception of politics. In their chase for sensationalism, journalists focus on what politicians do not do or interfere in their private lives. Maybe they are governed by the fact that the European Court of Human Rights has been very clear on the matter of public officials and defamation: they are required to tolerate more, not less, criticism, in part because of the public interest in open debate about public figures and institutions. [14] But the tendency that Americans seem tired of negative political news can’t be neglected and this could lead to filtering of news, because demand stimulates supply.

One of the main problems is the editorial and journalist’s decisions that are not always impartial. News agencies try too much to fit the consumers’ tastes, this is why news continue to be highly dramatized. Journalists should not stop showing and focusing on the main actors, but should start to concentrate on the premises of that event too. [15] Also, government officials can transform a journalist in ally by bribing him, thus the bias in their “news in favor of government policies undermines the integrity of our democracy.” [16] This is only one case from many, which was shown to the audience. Another problem is the lack of individual investigation by news organizations. This is damaging the proper coverage of events and misleads news consumers (Fake News dealing with the subtle injection of VNRs into the News industry and the Fake TV News section deals with VNR disclosure and FCC regulations). Pre-canned information and reporting is sold to news providers who repackage it as their own for presentation to the public. The effect creates very little differentiation in news reports and results in examination of events is only differentiated between news distributors by spin.[17]

Many experts had the hope that Internet could become an important promoter of democracy and freedom of expression. Unfortunately, a lot of expectations were not met. Even if it speeds up the communication across borders, extremist groups that organize violent protests against minority groups, such as gays, also use it. Maybe the online universe could be a solution to make interactions between politicians and publics easier and less costly and could eventually transform passive consumers into active producers of public information, but the question that arises is who will monitor their objectivity. 46 % of Americans have used the Internet to get their political news and share their thoughts during the campaign, especially the Obama supporters (74%). [18] Politicians are aware of this main instrument’s power to reach new targets, for instance a part of Obama’s success was due to the deep organization structure of the online campaign and because people were really energized through different websites.

Another main issue if the American media is its corporative ownership. The concentration trend continues to reduce the diversity of information provided, as well as it reduces the accountability of information providers to the public. There are the same news delivered, but in different packages, so, they neglect the quality and variety of ideas that define the quality of democracy. Can commercial corporations serve better the public interest than public broadcasting could do? There have been a lot of mergers and buyouts of media and entertainment companies since the 1980s. Mainstream media has since become more concentrated in terms of ownership and the influences of advertisers and owning companies both have an enormous in how mainstream media shapes itself and society. Mother Jones magazine reports that by the end of 2006, there are only 8 giant media companies dominating the US media, from which most people get their news and information: Disney (market value: $72.8 billion), AOL-Time Warner (market value: $90.7 billion), Viacom ($53.9 billion), General Electric (owner of NBC, $390.6 billion), News Corporation ($56.7 billion), Yahoo! ($40.1 billion), Microsoft ($306.8 billion) and Google ($154.6 billion). [19]

The US media in comparison with others

Comparing to other countries, the US news media system seems to be an example for others. In line with legal rules, during the election campaigns, there are some specifics entitlements in each country, for instance, in Germany political parties represented in Bundestag are entitled to free broadcasting, in Britain they are legally prohibited from purchasing advertising time on the both, private and public channels, in contrast with the USA, where parties are free to purchase air time. USA model brings the idea that everything can be solved with money and one more time proves that its priority is increasing revenue, but not the fair cover of all parties that participate in the electoral competition.[20] It’s not surprising that campaign and candidates were accorded least importance in Germany (15%), and the most importance in USA. I do not think it is correct to neglect international news that could affect the local population too, in order to cover mostly the election campaign.

Various democracies have different systems in dealing with defamation, treason, sedition issues. The US approach seems the most liberal one. For example, in Austria, treason and sedition constitute crimes if violence is applied or threatened, in Canada there is a lack of a clear definition of “seditious intention”, in France libel against any State institution is a criminal offence, in Germany defamation is prohibited, in Netherlands the “deliberate insult” of the King or other members of the Royal Family is penalized, in Norway there are sanctions to protect different aspects of the reputation of state institutions, in Spain, false accusation of a criminal offence, defamation and serious threats addressed to public officials are serious crimes. An interesting fact is that in Sweden there is no criminal law protecting government institutions from insults and libelous statements, in UK, there are no equivalent laws making it a crime to insult the Head of State or the flag and in the USA imposing liability upon an individual for insulting the government is anathematic to the law. [21] Also, regarding the prior restraints, the situation is quite different in these countries. For instance, in Australia, the publication of government information will be restrained only if it is established that non-publication is in the public interest, in Austria, if there is a suspicion that a publication violates a criminal law, it can be confiscated, in Canada, are used the interlocutory injunctions, in France, the police are authorized to seize any materials that they believe could threaten public morals, in Germany, the public prosecutor may take ”immediate measure”, including seizure, in Netherlands “the time, place and manner may be restricted in the public’s interest”, in Norway there is a prohibition against prior censorship of printed matters, in Spain censorship is forbidden, but also it is offered the possibility to consult the government administration before publication, in Sweden, no publication shall be subject to scrutiny before printing, in UK, publication of confidences owed to the government will only be restrained permanent at trial if the government proves that the public interest will be harmed, and in the USA prior restraint is especially antithetical to First Amendment values.[22] The USA is amongst those countries that do not constraint news agencies from publishing any information of public interest and proves that freedom of speech is an absolute right in this country, because it is no subject to the laws of sedition, defamation, and treason.

According to Press Freedom Index 2010, USA has the 20th position among 175 countries. American consumers are not hungry for news like Burmese people who keep track of he world on tiny short wave receivers, hiding them from authorities. [23] American journalists are not “transformed into a mouthpiece” like in Russia.[24] The USA has not an astonishing level of violence against journalists who cover sensitive topics like in Mexico. Of course the USA can’t be compared with China that spends an enormous amount on Internet surveillance equipments and does not hire armies of informants and cyber-police.

Conclusion

In a free-market democracy mass media should enforce democratic decision-making of people and prove that objectivity is not just a myth. News media has to increase its efforts in its struggle for the pursuit of truth, despite its limitations imposed by for-profit market in which it activates. Even if American news media faces challenges, in comparison with other countries, they do not represent a real threat to freedom of expression, because in American system the voice of majority is still heard and the First Amendment protects it. I believe that American news’ consumers should have the ultimate power to remind news media organizations that they have to play the role of checks and balances over government and should never forget about their mission. I hope that soft news consumers will not prevail in promotion of their preferences and news media consumers will become enough prepared to differentiate fake and fabricated news from those closer to objectivity or they will start to read between lines. American news system is amongst the freest in the world, but this does not mean that it should be so mostly in theory. It should be committed to the free and open dissemination of information needful for the cohesive working of democracy and should not fail one more time to cover accurately important and controversy issues, such as Iraq war. I realize that news media will be subject to endless ways of transformation, but I still think that this could be a positive transformation in the name of democracy.

Introduction

The four information biases: personalization, dramatization, fragmentation and authority lead to the consumption of the news that has the Hollywood format. The news focus on people over power and process, on crisis over continuity. They bring only few parts of the big puzzle of the general pictures. They fickle and shrink audiences. They often have the action-news format and seek for sensationalism, this is why in the spotlight are the most extreme cases, but not the most representative. The theoretical concept is ignored and news continues to entertain us, but not to inform. We can’t clearly see the limit between the reality and fantasy. The authority-disorder bias can be seen as a synthesis of all biases mentioned above. It leads to the creation of the news that highlight “authoritative voices of public officials to create both fear and reassurance.” 2

This type of bias emphasizes that journalists prefer to report about “pseudo-events” with “return to normal” or “to be continued” endings. 1

They focus on scandals, conflicts, and politicians’ failures, shocking scenes. It paints the leaders and politicians within a situation as “incompetent or questions their ability to restore order in a crisis or scandal.” 3

Also, this bias characterizes the situation “where information is sparse or of questionable veracity, and official (government) forces are being challenged by nongovernmental forces,

media tend to default to the perspective of the officials, regardless of regime type or ideology.” 4

Methodology

I would like to see the differences of this bias in the political news from three countries: two Eastern-European countries, Moldova and Romania, and the USA.

I picked up Pro TV, 5 the first online television in Moldova, Realitatea TV,6 the number one news website from Romania and CNN, 7 an important US cable and online news channel.

I think it will be very interesting to observe this type of bias during the elections campaigns period in Moldova (the new parliamentary elections will be held on November 28, 2010) and the USA (the elections to the United States Senate are scheduled to be held on November 2, 2010.) and almost a year after the presidential elections in Romania (December 6, 2009).

I would like to address the following questions: “Are any major differences between this bias in the Eastern and Western cultures?” and to observe how frequent is this bias in these three countries. My hypothesis is that in Eastern countries this type of bias occurs more often than in the USA. I would like to observe the titles of news, that have a tremendous role in attracting people to read certain news instead of others, the words used to describe the politicians and their activity, that have a big importance in shaping the public’s opinion about their representatives and can create stereotypes about them, the visuals that can enforce the message of the news or even, to distract our attention from the text, because they can impose some prejudices. My main goal is to see what image of the politicians is created with the help of the authority-disorder bias and to try to shape it in this short paper.

Analysis

Moldova

In Moldova, while “the constitution guarantees press freedom, the penal code and press laws prohibit defamation and insulting the state. Reporters Without Borders (RSF) said the media were “targeted” by demonstrators and “treated as an enemy” by security forces amid post-election protests in April 2009.” 8

“Russian ORT, RTR, NTV, RentTV, and Romanian PRO TV enjoy the most popularity among the Moldavian audience.” 9 Pro TV Chisinau is a private broadcast channel and it’s a Moldovan outlet of Romania’s PRO TV.

“According to some reports, some of the new politicians have begun acquiring their own “independent” media outlets, either directly or by proxy. Sometimes these deals are even touted as examples of “foreign investment” in Moldova!” 10.

I still hope that PRO TV does not belong to a certain party, even if their tendency to support the opposition of the Communist Party is obvious. During my two weeks’ research, I got the impression that Communist leader “Pretends that he doesn’t know” anything about the decisions that he takes, for instance that he is going to sue Romania, as the official press release shows. 11

I discovered that the city mayor doesn’t use the appropriate language in its campaign “I removed the city from the shit, I deserve another mandate!”12

Even the image of my prime minister was compromised “The premier arrived by service car and parked it illegally.” 13 Our premier is extremely popular in the news and is often attacked by other parties‘ leaders, “PDM attacking Filat: We have a premier too obsessed about his public image.” 14 Not only PDM uses this technique of attacking others in order to receive attention from the media, also the Communist leader does this “Voronin: Lupu is looking for his toy around the country, namely for the president’s armchair .” 15 The title of the report is an ironic one “Moldova Unita starts its election campaign with the promise that would establish order in the country”, because it discloses information that in the election list “is the businessman, Vitalie Cadan, accused by the Corruption Center for a fraud. He is accused of taking money from hundreds of people by promising them it will build a block of flats, which, according to law enforcement, never happened. Once registered by the CEC, he is immune and can not be prosecuted.”16 This news has an obvious message, I do not know if I could call it a propaganda one, but it strives the public’s attention that if they vote for this party, they vote for the stealers. Even if “The election campaign only started, but there are already registered first illegal actions,” 17 because Promo Lex said that some government officials came by service car to the meetings with voters in the hours when they were supposed to be at work. Thus, electorate loses the confidence in the appropriate use of the resources by their politicians, which use money from their taxes to get to persuade them to vote for them. And, finally, I understood, that politicians are traitors too “Marian Lupu: If the Communists want me president, I am willing to discuss with them.”18

As you can see from these few articles, the political fight is very intense in Moldova, and politicians do everything in order to be covered in the news, even if their image is damaged in this way, for them, every PR is a good PR.

Thus, politicians in Moldova appear to be lawbreakers, traitors and blaming people.

Romania

In this country, “Over six million people are online, and broadband is growing at a rapid pace.”19 “The Internet is increasingly an important method of communication in Romanian businesses, universities, libraries, and public facilities. Television stations online include: Antena 1, Realitatea TV, Romanian Public Television, Tele 7abc, TV5 Euroope/TV Sigma, and TV Antena 1.” 20 “Realitatea TV is a public service that informs the viewers correct under the rules of journalism: accuracy and impartiality, honesty and direct approach, balance, all with the right to privacy and confidentiality, decency and good taste.” 21

Although, its objectivity is doubtful, because other journalists affirm “the employees from Realitatea TV work for Sorin Ovidiu Vântu an influential businessman from Romania.” 22

Being engaged with this online TV, in my mind was created an image of Romanian politicians who are “like Anonymous Alcoholics,” 23 who like to repeat scandals in the Parliament, reject new laws, quarrel violently among them, they leave the plenum for the seventh time. 24

The visuals represent “photos with politicians’ legs ready to leave” 25 and mean and threatening faces of the politicians. 26 News shows irresponsible political actors because “in the crisis conditions, the Government is hiring more” 27 and dangerous ones “Vice mayor in Balotesti was arrested for 29 days, after he seriously injured an old man.” 28 Like Moldavian politicians, they like to accuse each other “Tariceanu: Boc destroys the sense of responsibility, it is natural that the Finances go to the streets” 29 “Dragnea: I think Geoana is not sane.” 30

The USA

The first all-news TV network, CNN, debuted in 1980 and continues, everyday, to bring top news from everywhere.

In my opinion, the frequency of the bias covered by this essay, is less frequent than in the Eastern media.

However, it includes a lot of critics regarding politicians’ activity. For instance, there are reports in which opposition is accused of making mistakes “The Republican strategy has been and continues to this day to create gridlock and failure, House Majority Leader Steny Hoyer, D-Maryland, told a news conference. ” 31 Even the president is not deprived from the critics from community’s hostility regarding the government’s decision “President Obama is pushing for an absolute paradigm shift in the role that community colleges will play in producing America’s highly skilled workers of the future — and not everyone is happy about it.” 32 “With his party’s control of Congress teetering on the brink of disaster, an unpopular president decides in the final days to roll out his best asset: his wife, whose own approval ratings soar 20 percentage points higher than his.” Machiavelli is right justifying that any means used by a politician to achieve his goals are good, for instance exposing your family for your cause. 33 Also, the political actors engage in the “animated debate”, offering “no solutions to the problems.” 34 Some of them think the media has the fault for their inaccurate image “O’Donnell blamed her campaign’s recent troubles on unfair coverage in the “liberal media.” 35

Conclusion

As I previously stated, the authority-disorder bias is more frequent in the Eastern media. This could be explained by the differences in the cultures and by the fact that Moldavian and Romanian politicians cannot or maybe do not want to control their behavior and do not have a good sense of ethics and diplomacy.

I was disappointed that in all the media sources there was present only one voice, that of the politicians. These news agencies almost do not include other important political actors in rhetoric process and contribute to the construction of an exclusively politicians’ discourse, maybe because they are conducted by the criteria of getting news on the air in accordance of the ratings matter.

I am sure that the NGO’s initiatives or civil society’s proposals that could have a political impact are not covered.

I would recommend them to not focus on the crisis and conflict situations, but to try to create an integral picture of what led to these disputes.

I would like to see news that not seek for sensationalism, thus undermining other important aspects of a political decision or event.

The language is overwhelmed by words as: “battle”, “fire”, “hypocrite”, “attacking”, “blame”, “accuse”, “prosecute”, “scandal”, “quarrel”. An explanation of this could be the election campaign and the desire of the politicians to increase their ratings by accusing others. This became a classical technique.

I would recommend the diminishing of this negativism, especially because the language creates serious consequences for the news consumer. Most journalists do their jobs with little or no thought given to language theory, how language works and how humans use language. Most journalists, consciously or not, accept a theory (metaphor) of language as a transparent conduit along which word-ideas are easily sent to a reader or viewer who then experiences reality as portrayed by the words.

I hope that the journalists, masters of the words, will be more conscious about their mission and responsibility of shaping the public opinion and will strive to avoid as maximum as possible this type of bias.
